Why Does CBNU Ban Building Pubs in Campus?

  There used to be controversial news which was regularly reported twice a year about universities. It was about alcohol problems on campus. When the news about alcohol problems on campus was reported by the press, it was one of the serious factors for a university¡¯s reputation dropping.
  Hong Seong-hu, who was the dean of Students Affairs in 1997 and now a professor emeritus, started banning pubs in CBNU. He said, ¡°In the 90s, the CBNU administration expected a sound alcohol culture during CBNU festivals, but a lot of food garbage covered the campus. Also, local gangs, who bought the rights to run the pubs from students, entered the CBNU campus and sweared at CBNU professors. Because of those incidents, the CBNU administration started to ban building pubs on campus, and the CBNU General Student Association(GSA) agreed.¡± He added, ¡°When pubs were built for CBNU festivals, senior students exploited their junior students and ordered them to make meals and serve alcohol to customers. Also, drunken students were out of control, and they fought against campus police.¡± Because of those serious incidents, it was inevitable for CBNU to ban pubs on campus.
  However, after the CBNU administration banned building pubs on campus, there were some conflicts between GSAs and the CBNU administration for about three years. When students built pubs on campus, the administration pulled down the pubs by force using trucks. Also, there was the event where the GSA occupied the CBNU¡¯s president¡¯s office in 2003.

  Other universities cases about pubs on campus are really different in comparison with CBNU¡¯s case. Most universities allow students to build pubs for their university festivals and their own events. After the results of investigations into seven national universities¡¯ student affairs, it was found most public universities as well as private universities haven¡¯t banned building pubs on campus during festival season. An officer of Student Affairs in Chungnam National University said, ¡°We don't ban building pubs on campus.¡± Also, a Seoul National University officer said, ¡°We implicitly ban green pubs, but we haven¡¯t banned building pubs during the festival season.¡± Chonnam National University¡¯s Student Affair officer Yoon Chi-yeon also said, ¡°Our university only bans making noise or disturbances on campus. However, we haven¡¯t banned building pubs on campus. Even though our campus is located in a downtown area, there were no incidents.¡±
  Each university¡¯s GSA also doesn¡¯t ban building pubs just because of potential problems which may happen by drunken students. They have their own rules for preventing alcohol incidents on their campuses. Cheonnam National University¡¯s GSA officer said, ¡°Before allowing students to build pubs on campus, the GSA took money from each pubs¡¯ representative, and when pubs had no problems during their running, we returned the money to them.¡± In the case of Chungnam National University¡¯s GSA, the GSA educates pub representatives how to dispose of trash and how long they can open their pubs.
  Building pubs, which is allowed in universities, is controlled by strict student bodies. Therefore, students can enjoy their festivals more and reduce many conflicts by their own rules.
