In the original trial of a litigation asking for refunds from the Dues for School Supporting Organization(DSSO), the court ruled that the universities must give ten-thousand won per a person to all students who participated in it on January 1st. 4,219 students who attend eight national or public universities, such as Seoul, Pusan and Kyungpook National University, filed the litigation against each school's supporting association. If the universities lose the final decision, they must give students back over 13 trillion won that the DSSO has collected over ten years. After this news spread, many students in Chungbuk National University(CBNU) were insisting that they should participate in a secondary litigation.
A student from the Department of Korean Language and Literature in CBNU said, "I think our university should participate in the litigation asking for refunds from the DSSO. If CBNU students don't receive refunds from the DSSO, we can use the litigation as a good means of announcing our complaint to the Head Office. Through the litigation, I also hope that CBNU's budget next year will be clear."
Kim Jin-sung, the General Students Association(GSA) president of Giant, said, "We can't definitely promise anything about participating in the litigation yet. If we proceed with the litigation, we will promote it to students through banners, the CBNU website, autonomous organizations and a steering committee at first.
The Giant GSA participated in the National or Public Universities Representatives Meeting for the secondary litigation asking for refunds from the DSSO on February 4th and 14th. Students and the GSA officials of 28 universities participated in this conference. They exchanged opinions about the litigation asking for refunds from the DSSO. All people who participated in the meeting signed a petition about prosecuting the Financial and Fiscal Law. Also, they determined to hold an inauguration ceremony in Seoul on March 2nd about the movement headquarters for restitution from the DSSO. The amount of restitution for the secondary litigation has been decided as 10,000 won per student.
Considering CBNU's budget in 2011, the DSSO comprised approximately 81.6% of tuition costs. Considering the DSSO collected roughly 74.5 billion won in a year, the returnable amount would be stupendous if our university lost the litigation.
The accounting section official said, "We have not been able to prepare definite measures yet about the DSSO refund in case our university loses the litigation. However, we think that this issue is important for CBNU. If the litigation proceeds, we are expected to prepare a countermeasure about this soon."
The Public Universities Presidents Meeting is now requesting the government to come up with a countermeasure of the litigation asking for refunds from the DSSO and to provide finances to replace the DSSO.
