The government decided to implement the saving of energy considering high oil prices. Chungbuk National University(CBNU) is also cooperating with the goverment's policy of energy-saving.
A representative method that CBNU is carrying out to save energy is the total amount budget system. The total amount budget system consists of saving on public utility charges, limiting spaces and the evaluation of labor forces. CBNU is actively saving on public utility charges. It was introduced to save on charges of telephone and electricity that are massively used in campus. One of staffs in accounting department said, "This year is the first year that we have implemented the total amount budget system. At first, we will look at each colleges' public utility charges for 4~5 months, and then we will decide an averaged amount of charges. After that, we are going to assign operating expenses to each college."
Colleges that use more than the assigned budget should make up the deficit by using extra expenses by themselves. In addition, if colleges use less than the pre-calculated amount by practicing the saving of energy, they will receive incentive payment.
'The evaluation of labor forces' is to remove unnecessary labor forces and to hire people who are needed in other departments. CBNU also will find not-so-well-used spaces and use them more efficiently. The evaluation of labor forces and space utilization plan are not concretly organized yet.
In 2009, CBNU's indiscreet use of energy was reported in the Chung-cheong Today newspaper compared with Chungnam National University's example of saving energy. From 2011, CBNU will be trying to save energy in many different ways to clear the dishonor of 'using energy thoughtlessly'. The General Affairs Section(GAS) is practicing the 5th-day-no-driving system, where once every 5 days, if your car's last number corresponds with a number the government sets up, you are not be allowed to drive your car. Furthermore, the Accounts Section(AS) is trying to save energy in heating and lighting which are closely connected with lecture facilities for students.
